How do I stop x1 pocket rocket flooding?

I have a X1 Pocket Rocket 49cc motor bike that is flooding out. Examination of the carb indicates an unconventional float system. What else may be the cause or causes?

Unstable air masses cause cumulonimbus storm clouds to be formed and these cause heavy monsoon rains leading to flooding in many places around the world.

Flooding is caused by unstable air masses, so I wonder if there is a way to stabilize them.

If we can induce precipitation by means of cloud seedling, stabilizing the air isn’t a problem for us so why aren’t many countries doing that?

I recently got my license to grow marijuana for medicinal purposes. I live in a place where it flooded last once a few years ago so it is now considered a flood zone. If it is to flood again this year will my crop be destroyed? Minor flooding as in a few inches of water.

Was it merely poor planning, a major natural disaster upstream or merely being in the wrong place at the wrong time (like Hurricane Katrina %Louisiana)?
